The Federal Railways Expansion Act, together with the requirement plan for federal railways, which is annexed to the law, regulates the expansion of the railways of the federal railways .

In particular, the requirements plan should include long-distance and local rail transport routes, rail transport nodes and rail transport facilities that serve the combined transport of rail / road / waterway as well as the direct connection of long-distance routes with international airports . The expansion measures may also include measures to electrify existing rail lines of the federal railways.

The requirement plan for the federal railways and the corresponding plans for other modes of transport must be coordinated within the framework of federal transport route planning. Expansion plans for European rail transport and combined transport, environmental protection issues and spatial planning objectives must also be adequately taken into account.

The Federal Ministry of Transport and Digital Infrastructure reports annually to the German Bundestag in the transport investment report on the progress of the projects listed in the requirement plan for the federal railways .
