history

In 1991, the then Regional Economic Councilor Christoph Leitl founded the Upper Austrian Technology and Marketing Corporation (TMG). The shareholders were the State of Upper Austria with 53%, the Upper Austrian Chamber of Labor and Economic Chamber with 15% each, the Upper Austria Industrial Association and the City of Linz with 5% each, the Upper Austria Chamber of Agriculture with 3%, the City of Steyr with 2%, and the Wels Economic Advisory and Settlement Company GmbH and Ennshafen OÖ GmbH each 1%. Of the founding shareholders, the state of Upper Austria (65%), the Chamber of Labor and Commerce with 15% each and the Federation of Industrialists with 5% are still on board.

In January 1999 the Upper Austrian Landtag decided to start the “Strategic Program Upper Austria 2000+” - a five-year technology offensive - which at the time was endowed with one billion schillings . Competence centers, clusters (company-specific specialist networks), technology, innovation and start-up centers should be promoted, and technical college courses should be expanded. TMG was commissioned with the implementation.

Since the Austrian economy is mainly based on small and medium-sized enterprises (SMEs), the cluster method was chosen. This was developed by the American scientist Michael E. Porter and enables cooperative collaboration between independent companies along value chains. The clusters and networks were located in those branches of the economy in which Upper Austria is a top location on a broad basis. The strategy also pursued the goal of networking research and education more closely with business.

In December 2005, the clusters were spun off into Clusterland OÖ GmbH.

In 2013, the new regional councilor for economic affairs, Michael Strugl, wanted to turn TMG and the various subsidiaries into a single, powerful location agency. The renewal process lasted around a year until the merger of TMG and the subsidiaries CATT Innovation Management GmbH, Clusterland OÖ and OÖ Wirtschaftspark GmbH in 2014.

The company has been called Business Upper Austria - OÖ Wirtschaftsagentur GmbH since March 2015. The Upper Austrian Research (UAR) research company was also integrated into Business Upper Austria in 2017. On January 1, 2019, Regionalmanagement OÖ GmbH (RMOÖ) became a subsidiary in Upper Austria.
