César Vital Moreira

César Vital Moreira is an East Timorese politician . At first he was a member of the left-wing FRETILIN , but left it in 2011 as part of the Frenti-Mudança (FM) reform movement .

At number 7 on the list, Moreira moved into the constituent assembly for FRETILIN in the elections on August 30, 2001 , but switched to the II. Interim government under the UN administration as Minister for Water and State Building Projects on September 20, 2001 . With the release of East Timor to independence on May 20, 2002, Moreira was appointed Deputy Minister responsible for transport, communication and state building projects. With the government reshuffle on July 26, 2005, Moreira had to give up his office.

He joined the FRETILIN Mudança reform movement, which eventually split off from FRETILIN as Frenti-Mudança. From 2012 to 2017 the FM was involved in government. Moreira no longer took over government office, but was interim general secretary of FM in April 2016.
