CCN / CSI

The Common Communication Network / Common System Interface ( CCN / CSI ) is a system for the secure exchange of messages between the customs and tax administrations of the EU and some other countries, such as Switzerland. The CCN / CSI is known as the "backbone of the trans-European EDP-supported systems".

The introduction of CCN / CSI was made in Decision No. 253/2003 / EC of the European Parliament and of the Council of February 11, 2003 on an action program for Community customs ("Customs 2007") . It is part of a program to standardize IT for customs clearance. Other components of the program are:

  • the data dissemination system (DDS)
  • the new IT-based dispatch procedure ( NEVV )
  • the information system on the Community's Integrated Tariff ( TARIC )
  • the information system for the transmission of the stamps on the certificates of origin and shipping documents (TCO / TCT)
  • the European customs inventory of chemical substances ( ECICS )
  • the European system of binding customs tariff information (EBTI / RTCE / EVZTA)
  • the quota monitoring system ( TQS )
  • the system of inward processing (IPR / AV)
  • the unit value system
  • the information system on tariff suspensions (" SUSPENSIONS ")

The applications based on CCN / CSI generated around 180 million messages in 2004. Since then the volume has risen sharply.
