New Computerized Transit System
New Computerized Transit System ( NCTS ) is a computerized customs system .
It was introduced in 2002 and has been mandatory for approved consignees / senders since April 1, 2006 . It enables the joint / joint shipping procedure to be carried out with the aid of electronic data processing. It replaces the outdated and time-consuming dispatch procedure in paper form. Every transit procedure that has been opened in / with NCTS can be carried out at any customs office. Shipping documents (eg., T1) are also under their MRN ( M Aster R eference- N umber, z. - 12345678M9 = variable numbers that are generated according to a system based on the discrete logarithm . The number is consecutive, but a logical continuation is hardly possible, which makes fraud almost impossible.
An "" M "" in the penultimate position indicates a transit procedure that has already been opened. An "" A "" in the penultimate position indicates a transit procedure which, however, is only transferred to the final status - marked with an "" M "" - by the responsible customs office of departure.
NCTS can only be carried out if the participant has a certified customs program.
In Germany, the NCTS is possible with the help of the ATLAS program. 28 EU countries are working with this system ( Belgium , Bulgaria , Denmark , Germany , Estonia , Finland , France , Greece , Great Britain , Ireland , Italy , Croatia , Latvia , Lithuania , Luxembourg , Malta , Netherlands , Austria , Poland , Portugal , Romania , Sweden , Slovakia , Slovenia , Spain , Czech Republic , Hungary , Republic of Cyprus ). In addition to these states, 4 EFTA countries ( Switzerland , Liechtenstein , Norway , Iceland ), as well as Turkey (since December 1, 2016), the former Yugoslav Republic of Macedonia (since July 1, 2015) and Serbia (since December 1, 2016) have joined forces .
