Stein was a businessman by trade and settled in Itzehoe in 1907, he was a co-owner of a wallpaper wholesaler. From 1917 he was head of the city council and from 1919 a member of the district council, and until 1933 labor judge at the labor court. From January 26, 1946 to October 24, 1946 he was also an honorary district administrator for the Steinburg district .

In July 1945 he had already become a member of an advisory board that was supposed to support the mayor of Itzehoe Delbrück , who had been in office since June 23, 1945, and who was not from the town. After the then incumbent mayor Arfsten announced his resignation on February 6, 1947 , the FDP candidate Stein was elected mayor on the same day ; on November 12, 1948, he was unanimously re-elected. One year later in November 1949 he decided to leave his post for business reasons. His successor in the office of mayor was the master baker and party colleague Georg Krumm on November 30th .

After Stein's death in 1957, a new street was named Carl-Stein-Strasse in his honor on March 6, 1959 .
