Moreno studied at New York University with a bachelor's degree in 1968 and a doctorate in 1972 under Leon Ehrenpreis (Zeros of exponential polynomials and Diophantine Analysis). In 1971 he became an assistant professor and later professor at the University of Illinois at Urbana-Champaign . Since 1985 he has been professor of mathematics at Baruch College of the City University of New York .
He deals with applications of representation theory and automorphic forms in number theory and algebraic geometry, analytical properties of Euler products and the relationship between algebraic curves and error-correcting codes.
In 1975/76 he was at the Institute for Advanced Study and 1979/80 at the Institut des Hautes Études Scientifiques (IHES). In 1980 he was a Fulbright Senior Visitor in Colombia and in 1990 he was a visiting researcher at the University of Göttingen . Moreno is a US citizen.
