Cesare Francesco Ricotti-Magnani (born June 6, 1822 in Borgolavezzaro , † August 4, 1917 in Rogeno ) was an Italian lieutenant general.

He joined the Sardinian artillery, was lieutenant colonel in the general staff in 1859, major general and commander of the province of Naples in 1861, lieutenant general in 1864 and commanded a division in 1866 that was defeated by the Austrians near Brescello , then became military commander in Parma and was from September 1870 to March 1876 and from October 1884 to February 1887 Minister of War, before he was recalled as a result of the defeat at Dogali . From 1870 to 1890 he was a member of the Camera dei deputati for the Novara constituency . After his mandate expired in 1890, he was appointed senator .

After the successor governments were unable to conquer Ethiopia and were overthrown by the defeat of Adua , Ricotti-Magnani was reappointed as Minister of War in the Rudinì cabinet in March 1896 , but had to resign in July because his draft allegedly reduced the military strength of Italy an army reform met with opposition in parliament.
