Confédération Interalliée des Officiers Médicaux de Réserve

The Confédération Interalliée des Officiers Médicaux de Réserve (CIOMR) or Interallied Confederation of Medical Reserve Officers is an association of the national medical services of the NATO member states and other nations associated with the CIOMR. The association based in Bonn contributes to the strengthening of the alliance as well as to the further development of military medicine and security policy in their home countries.

history

In 1947 reserve medical officers from France, Belgium and the Netherlands founded the Interallied Association of Medical Officers of the Reserve (CIOMR, Conféderation Interalliée des Officiers Mèdicaux de Réserve). It is an umbrella organization in which the other national associations of reserve medical officers of all NATO member states have now joined forces. Germany has been a member of the CIOMR since 1961. The presidency of CIOMR rotates every two years. At the beginning of August 2010 France will hand over the presidency to Germany.

structure

According to its international statutes, Germany is represented by delegates from the Society for Military Medicine and Military Pharmacy and the Association of Reservists . CIOMR is a politically independent and autonomous organization. It makes significant contributions to strengthening the alliance and to the further development of military medicine and security policy in its home countries through training and further education measures.

tasks

The delegates of the member associations meet annually in winter for a working conference at NATO in Brussels and in summer for a congress - at the same time as the CIOR congress - in one of the member countries. As CIOMR delegates, the medical officers of the reserve should represent as many medical specialties and approvals as possible : human medicine, dentistry, veterinary medicine, pharmacy (pharmacists), in some countries academically trained nurses, technical medical officers and medical officers in military staff.

The scientific events of the CIOMR cover all areas of military medicine (war surgery, hygiene, prevention, epidemiology, psychiatry, dentistry, veterinary topics, etc.), with recognized experts from the fields of science, diplomacy, the military, politics and public relations speaking as speakers. But the CIOMR delegates themselves also give scientific lectures. As part of the summer congresses, CIOMR and CIOR organize an international first aid competition and provide the referees in particular.

The tasks and goals of CIOMR can be defined as follows:

  • Building close professional relationships between medical officers and reserve medical services within the Alliance,
  • Study and discussion of important topics that should be incorporated into medical training and further education,
  • Promotion of efficient cooperation with the medical services of the armed forces,
  • Participation as an active observer in the working groups of COMEDS (NATO committee of inspectors of the medical services of NATO countries) to improve the medical training of all medical officers for their tasks.

German Presidency 2010–2012

At the end of the summer congress in Stavanger (Norway) in August 2010 , Germany took over the CIOMR presidency until 2012. Under the president, Oberstarzt dR Dr. Gunter Rütter, the 20-person team has set itself the goal of bringing the philosophy of high-quality and independent medical emergency care to the international, military-medical area under the motto "Medical Care on Deployment Resulting in Healthcare Standards as Used at Home" . In the summer of 2012, the presidency will be taken over by the Netherlands as scheduled.
