The Continentale Eisenbahn-Bau- und Betriebs-Gesellschaft , or CEB for short , was founded on March 18, 1898 in Berlin with the participation of Dresdner Bank . First, it took over existing operating contracts from the local railway construction and operating company Hiedemann & Co. for the Cologne-Frechener railway and the Kleinbahn Rheinbrohl – Mahlberg . The first major construction project was the Livonian Supply Railway Company , which operated 210 km long routes in the Baltic States from 1899 to 1903 .

In Germany, the CEB also owned and operated the tram in Staßfurt , the Kaldenkirchen – Brüggen small railway , and the Bossel – Blankenstein small railway . She was also active in Silesia, building the Wüstewaltersdorfer Kleinbahn in 1913/1914 .

It finally built and operated tram routes in the former Ruhrort district , which at the time covered areas of today's independent city of Duisburg north of the Ruhr, the Sterkrade district of the independent city of Oberhausen and the former Dinslaken district .

On October 27, 1899, the CEB received approval for the construction of two lines between Dinslaken , Walsumer Tor and Neumühl station and between Aldenrade and Walsum . These routes were opened to traffic on May 1, 1900. Both passenger and freight traffic was carried out on them. At the instigation of the city of Meiderich , the Dinslaken – Neumühl line was extended to Meiderich station in 1902.

Since all routes ran in the area of ​​the cities of Dinslaken , Hamborn and Meiderich , it is not surprising that the Kreis Ruhrorter Straßenbahn AG was interested in them. With the help of RWE AG , it bought all lines of the CEB in this area on April 10, 1910. On December 31, 1911, they were officially transferred to the Ruhrorter Straßenbahn AG district.

In 1914 the CEB merged with the AG for railway construction and operation in Frankfurt am Main, which had acquired all of the shares in the CEB.
