The medal of thanks of the state of Mecklenburg-Western Pomerania in recognition of the commitment on the occasion of the World Economic Summit 2007 in Heiligendamm was created by Interior Minister Lorenz Caffier . The medal was awarded to full-time and voluntary workers by the state following the G8 summit .

Emergence

Under the impact of violent riots in the city harbor, where members of the fire brigades and rescue services have been attacked, and after requesting financial "special demand assignment" to funding for documents and thank medals for forces of the non-police security during the G8 summit by the Hanseatic city of Rostock decided the Minister of the Interior, as the responsible department for fire brigade, police and municipal matters in the state, to honor the emergency services. However, the existing labeling system in the country required a pragmatic solution. At a celebratory event in Rostock on October 13, 2007, the minister finally presented around 1,000 guests, including police and armed forces, certificates of thanks and medals. This event at the latest will be considered a foundation act for comparable awards. Six people were awarded the highest distinction in fire protection, the fire protection badge of honor of the special level, for special services. Budget funds were available in title 0401 534.03 for medals, certificates and decorations.

particularities

The powers of the states to award titles, medals and decorations are not affected by the law on titles, decorations and decorations . However, the medal of thanks is formally lacking in a foundation decree with a possible implementing regulation. For comparable operational symbols, such as the operational medal flood aid 2002 , the design, the right to be awarded, the way of wearing and the procedure were mostly regulated by means of decrees. In response to inquiries, the Mecklenburg-Western Pomerania Ministry of the Interior stated that the medal was not a corresponding award, neither according to the original intention nor according to the usual formal requirements. Instead, it simply represents a "thank you" along with an accompanying letter of thanks "without the character of a document ". This means that the medal is "not to be worn as a state award either". The mere form of the medal does not indicate the legal nature of a state distinction.

With reference to missing formalities, objections of some borrowers that a foundation was implicitly made with the first award on October 13, 2007 at the latest , evidenced by the document handed over with the coat of arms, title and handwritten signature of the Minister of the Interior, and the appearance and quality of Medal and certificate reflect the character of state recognition. The only phaleristic counterpart to state decorations are non-state, i.e. private badges or medals, which the G8 medal cannot be for the reasons mentioned above. So z. For example, the Hamburg Thanksgiving Medal (Oder flood 1997) is regarded as a medal and badge of honor despite the same formal weaknesses. In Mecklenburg-Western Pomerania, too, a decision by the Interior Minister preceded the rest of the proceedings. Years after it was awarded, the status of recognition through the award of the G8 medal remained open due to legal uncertainties. It was not until February 2014 that the protocol department in the State Chancellery responsible for medals and decorations, at the request of the Federal Ministry of Defense, on the occasion of the planned amendment to ZDv 37/10, found that the "Thank You Medal of the State of Mecklenburg-Western Pomerania in recognition of the 2007 mission "is a portable medal and decoration of the state of Mecklenburg-Western Pomerania.

Even if a quick implementation was in the interests of the group of people to be honored and the Minister of the Interior, the honor of the helpers dragged on until the end of 2008 after the first award ceremony. Medals and certificates were successively sent to the authorities and organizations with security tasks (BOS) involved in the mission and given additional certificates of thanks issued by the organization.

Appearance, texture and way of wearing

The shape and design of the medal show them phaleristically as a publicly wearable symbol of state recognition, otherwise the ribbon bow and ribbon or official symbols and colors would have been dispensed with. The front of the old silver-colored medal shows in the middle the embossed Kurhaus of Heiligendamm , the meeting place during the summit. Below the inscription: HEILIGENDAMM can be read. Under this lettering is the official logo of the G8 summit, a stylized wave with the year 2007 , which is intended to commemorate the year of the summit. Above the Kurhaus is embossed in a 40 degree lettering: G8 summit The back of the medal shows the cartographic outline of the state of Mecklenburg-Western Pomerania in its underground with the 5-line font: THANK YOU / AND / RECOGNITION / FOR THE / USE IN MV . In addition to the symbol of civil protection, the symbols of the aid organizations used are to be seen around these representations : the Bundeswehr , the THW , the MHD , the JUH , the DLRG , the DRK , the ASB and the DFV as the professional association of German fire services . Although the color of the ribbon has not been explicitly regulated, the colors are those of the flags of the states of Mecklenburg (ultramarine-yellow-vermilion) and Western Pomerania (blue-white); the ratio of the strip width to one another is 2: 2: 2: 3: 3. In this way, country-specific recognizability of the badge is achieved. This distinguishes the band of the medal from that of the highest merit award of the country , which is based on the common national flag. The ribbon buckle for the medal bears the official logo of the G8 summit in the middle as a stylized old silver-colored wave.

The medal and ribbon buckle were given in a dark blue case together with the certificate of thanks. When they were handed over, they became the property of the borrower.

The medal may be worn on an order pendant or as a ribbon buckle on the left side of the chest - but only on private clothing, provided that the uniform regulations of the respective governmental or non-governmental organizations do not allow the medal to be worn. The same applies to the uniforms of the aid organizations, for whom only state and association badges are permitted. In Mecklenburg-Western Pomerania itself neither fire brigade nor police members are allowed to wear the badge on their uniforms, but contrary to the above opinion , this is tolerated by the service supervision .
