The Operation Medal Flood Aid 2002 was donated as a state award on September 20, 2002 by joint decree of the then Federal Minister of the Interior Otto Schily and the then Federal Minister of Defense Peter Struck .

Foundation purpose

The Mission Medal Flood Aid 2002 was awarded as a thank you and in recognition of particularly self-sacrificing help in warding off dangers and removing damage caused by the Elbe floods in August 2002 . It could be awarded to full-time and voluntary forces of the technical relief organization , members of the Federal Border Guard and the Federal Armed Forces as well as for third parties due to their special merits in the cooperation with the THW, the Federal Border Guard and the Federal Armed Forces.

Design of the medal and how it is worn

The badge of honor has the shape of a round, silver-colored medal. It shows the federal eagle in raised embossing on its front . Above it is a stylized tidal wave and a half-sunken house. The surrounding nail line is interrupted in the lower part of the medal by the word: FLUTHILFE 2002 . The reverse of the medal shows the raised lettering in the middle: Thanks and appreciation . The blue middle part of the medal ribbon is bordered on both sides by the federal colors black-red-gold. The medal as a ribbon bridge bears the colors of the medal ribbon and shows in the center the miniature front side, which has been reduced in size. The medal is worn as a ribbon or rosette on the upper left side of the chest. The rosette is kept in the colors of the medal ribbon.

Award practice

Grant authorization

The award of the honorary mark is incumbent on:

  • 1) to the Federal Minister of the Interior: to full-time and voluntary forces of the technical relief organization and to members of the Federal Border Guard as well as to third parties who have worked with the THW and the Federal Border Guard.
  • 2) to the Federal Minister of Defense: to members of the Bundeswehr, members of foreign armed forces and third parties who have worked with the Bundeswehr and the foreign armed forces.

Award requirements

The badge of honor is awarded for at least one full-day work on site starting on August 8, 2002 in the flood and flood disaster area on the Danube and Elbe and their tributaries. In justified exceptional cases, however, deviations are permitted.

Authorization to propose

Authorization to make proposals is incumbent on:

  • a) for members of the Federal Border Guard: the President of the Federal Border Guard Presidia,
  • b) for full-time and voluntary workers of the THW: the state commissioners of the Federal Agency for Technical Relief through its president
  • c) for third parties: will be coordinated between the named bodies a) and b).
  • d) for members of the Bundeswehr: the next disciplinary superior,
  • e) for civilian members of the Bundeswehr: a superior comparable to that under letter d)

Suggestions for awarding the honorary badge to members of foreign armed forces as well as to third parties must be submitted to the Federal Ministry of Defense via official channels. In addition, those entitled to make proposals are obliged to check whether the requirements for the award are met, although there is a generous approach in cases of doubt.

Procedure

The award proposals must then be forwarded in a list by the Federal Ministry of the Interior or the Federal Ministry of Defense with the following personal information:

  1. Official title / rank,
  2. Surname / first name (if applicable, academic degree / title with subject area),
  3. Date of birth / personal identification number,
  4. Department / unit and
  5. Home address.

All processes regarding the award of the honorary mark are to be treated confidentially. The names of the recipients will be sent to the person entitled to make a proposal, together with the decorations and award certificates. The latter then arranges for the award to be presented in a dignified manner.

Award

In addition to the badge of honor, the person to be awarded receives an award certificate signed by the Federal Minister of the Interior or the Federal Minister of Defense. The small official seal of the federal government can be seen on the certificate. With the award, the honorary badge becomes the property of the borrower. After his death it remains as a souvenir for his bereaved. There is no obligation to return.
