Decree of the Russian President of November 6, 1991
The Decree of the Russian President of November 6, 1991 was a ukase (decree) of Boris Yeltsin , President of the RSFSR , prohibiting the activities of the CPSU and the Communist Party of the Russian Soviet Federative Socialist Republic (Communist Party of RSFSR) on the territory of Russia .
This decree sealed the end of the CPSU and the Communist Party of the RSFSR and ordered their dissolution. This step was a logical consequence of the attempted coup in August 1991 .
The president made the leadership of the Communist Party responsible as the bearers of the dictatorship.
The dismantling of the Union's organs had already begun in March 1990 with the revision of Article 6 of the 1977 constitution , which eliminated the CPSU's claim to leadership and its position as a state party.
Because of its involvement in the attempted coup in Moscow, the Soviet secret service KGB was dissolved and its tasks transferred to the new authorities FSB and Sluschba vneschnei raswedki .
In November 1992, the decree issued by Yeltsin was partially repealed by the Constitutional Court.
