After passing the second state examination in law, Burhoff initially worked as a lawyer for a short time until 1978 in the Herne district court district . With effect from August 1, 1978 he was hired as an assessor in the area of justice in the state of North Rhine-Westphalia. Burhoff initially started as a civil judge at the Bochum regional court . With effect from July 13, 1980, he was appointed judge for life.

Shortly thereafter, in January 1981, he moved to the external criminal chamber of Recklinghausen of the Bochum district court as an assessor . Burhoff worked there as a criminal judge for over 10 years. After several months of testing in the criminal senate at the OLG Hamm from October 1992 to summer 1993, Burhoff was seconded to the state parliament of North Rhine-Westphalia as a research assistant in a parliamentary committee of inquiry until the end of 1994 . Then at the beginning of 1995 he moved to the OLG Hamm, where he worked as an assessor of the 2nd criminal senate, the 2nd senate for fines. Shortly afterwards, on February 20, 1995, Burhoff was appointed judge at the Higher Regional Court.

After he had already published a smaller number of articles in 1980, Burhoff's first book on association law appeared in 1989 . With the change to the OLG Hamm, his publishing activity increased by leaps and bounds, especially on criminal procedural issues, he published several book titles in quick succession, which have now appeared in several editions. These extensive extrajudicial activities prompted the President of the OLG to restrict Burhoff in his secondary activities. After the unsuccessful attempt to take legal action against this, Burhoff finally applied in October 2008 to be dismissed from the judicial service. In December 2008 he was admitted to the bar and has been working for a law firm in Augsburg since then, but according to his own statements only as a "telephone joker".
