German Foundation for Peace Research

The Ledenhof in Osnabrück is the seat of the foundation.

The German Foundation for Peace Research (DSF) is a non-profit foundation under civil law established by the German Federal Government in October 2000 . It is based in Ledenhof in Osnabrück .

tasks

According to its statutes, the DSF has the task of “permanently strengthening peace research in accordance with its foreign and security policy importance, especially in Germany, and contributing to its political and financial independence”. On its website, DSF describes its tasks as follows:

"The DSF is supposed to promote peaceful coexistence between people and peoples. Its purpose is to help create the prerequisites and conditions for war, poverty, hunger and oppression to be prevented, human rights to be protected and international relations to be based on the law. It should also help that the natural foundations of life and their development opportunities are both used and preserved for future generations. "

In order to achieve these goals, DSF does not carry out any scientific studies of its own. Instead, it promotes and initiates scientific projects, conducts national and international conferences, promotes young scientists and promotes scientific networking and the communication of research results in practice and the public. The DSF also manages the Ludwig Quidde Foundation, which awards the Ludwig Quidde Prize for research in peace studies every two years .

However, critics see DSF as an attempt by the federal government to capture and tame peace research by specifically promoting projects and scholars who justify German foreign and defense policy instead of criticizing it. These concerns are also based on the fact that representatives of the Federal Government and the Bundestag are present on the Board of Trustees.

Board

The Board of Directors consists of five members who are appointed by the Board of Trustees for a three-year term of office and can be reappointed a maximum of two times. The members of the Executive Board elect a chairperson from among their number. Ulrich Schneckener of the Center for Democracy and Peace Research (ZeDF) at the University of Osnabrück has been chairman of the board since April 2016 . His deputy is Susanne Buckley-Zistel from the Center for Conflict Research at the University of Marburg. Other members are Peter Gottwald, Sabine Mannitz and Andreas von Arnauld.

Board of Trustees

The task of the foundation board is to determine the basic orientation of the foundation as well as the framework conditions for the measures to fulfill the foundation's purpose and to supervise the board of directors. The Board of Trustees consists of 12 members who are appointed by the founder - represented by the Federal Minister for Education and Research - for a period of four years. According to the articles of association, the board of trustees includes five academics, four representatives of the federal government and three members of the German Bundestag. The incumbent chairman of the Board of Trustees is Stefan Müller , Parliamentary State Secretary at the Federal Minister for Education and Research. His deputy is Cilja Haders from the Free University of Berlin . Further members are Gerhard Beestermöller , Ralf Brauksiepe, Tobias Debiel, Daniela De Ridder, Karl. A. Lamers, Michael Roth, Thomas Silberhorn, Volker Ullrich and Sabine Freifrau von Schorlemer.

The former members of the Board of Trustees include: Michael Brzoska , Dieter S. Lutz , Volker Rittberger , Christiane Lammers, Harald Müller , Michael Georg Link , Christian Schmidt , Gudrun Kopp and Marina Schuster .

Scientific Advisory Board

The Scientific Advisory Board “advises the Board of Trustees and the Board of Trustees on issues relating to the design of funding opportunities and the thematic guidelines for research funding.” The chairman is Heike Krieger of the Free University of Berlin.
