The German Evaluation Institute for Development Cooperation (DEval) is an independent evaluation institute in the policy field of development cooperation and at the same time a departmental research institution of the federal government. The non-profit limited company based in Bonn was founded in 2012.

Setup and purpose of the institute

The purpose is to use its evaluation work to initiate changes aimed at increasing the effectiveness, sustainability and profitability of German and international development cooperation. Through its work, the institute supports the federal government, and in particular the Federal Ministry for Economic Cooperation and Development , in designing instruments and programs for German development cooperation based on evidence. In addition, DEval supports the German Bundestag in its field of work in exercising its control function vis-à-vis the executive and backing up initiatives for shaping development policy in the Federal Republic of Germany with evidence.

Fields of action

The main purpose is to carry out strategically and politically relevant evaluations in the field of German development cooperation. In addition, the institute works on the (further) development of evaluation methods and standards and also carries out measures to strengthen evaluation capacities in developing and emerging countries. When designing these fields of action, the institute is located at the interface between politics and science. At the same time, much of its evaluation work is applied research. Accordingly, the institute is also networked in evaluation research and development research.

Evaluations / publications

The evaluation program is created by DEval in a consultative process, in which proposals from the Federal Ministry for Economic Cooperation and Development (BMZ), from parliamentary and social areas and from DEval itself can be introduced. All evaluations carried out are published on the institute's website.

Methods and Standards

A central task of DEval is the further development of evaluation standards as well as qualitative and quantitative methods. The focus is on:

The sole shareholder is the Federal Republic of Germany, represented by the Federal Ministry for Economic Cooperation and Development. In addition, DEval has an advisory board to which u. a. Members of the German Bundestag, experts from science and research, representatives of civil society and government implementing organizations for development cooperation. The institute's evaluation work is scientifically independent of the shareholder and other development organizations.

DEval employs around 60 people and is headed by Jörg Faust .
