The Development Cup 2017 was the first edition of the competition and took place between September 29 and October 1, 2017 in Canillo , Andorran . The game was played in the Palau de Gel d'Andorra with a capacity of 1,500 . At this tournament, the host Andorra played for the first time. For Portugal it was the first time against other national teams, Ireland was the only participant already represented at world championships. The only African representative Morocco previously only competed in the Arab Cup of Ice Hockey .
The four participants played in the preliminary round in the mode everyone-against-everyone. Then the teams in the first two places in the final and the teams in the last two places in the game for third place met each other. In contrast to the normal playing time of thirds of 20 minutes each, the game sections lasted 15 minutes each. Morocco confidently secured the title ahead of Ireland and Portugal with four wins.
