Diamantino Pedro Azevedo

Diamantino Pedro Azevedo (born July 12, 1963 in Porto Amboim ) is an Angolan mining engineer and Minister for Mineral Resources and Petroleum in Angola since September 2017 .

Life

After graduating from secondary school in Porto Amboim in 1978, he first studied geology at the Universidade Agostinho Neto in Luanda . He then took part in a German course for first-year students in Nordhausen from 1985–1986 before studying mining at the Technical University Bergakademie Freiberg . After graduating in 1991, he studied for a year at the Technical University of Clausthal and then moved to the Technical University of Berlin , where he received his doctorate in 1997. After completing his studies, he worked as a consultant in the Ministry of Geology and Mining from 1997 to 2002, from 2002 to 2006 he was Director General of the Southern and Eastern African Mineral Center (SEAMIC) based in Dar es Salaam , at the same time he taught in the department from 1998 to 2012 Mining at the Universidade Agostinho Neto. From 2006 to 2017 he was Chairman of the Board of Directors of the state-owned mining company Ferrangol . He also served as Secretary General of the Communities, Artisanal and Small-Scale Mining (CASM) initiative of the World Bank and the South African Mining Network (AMN). Among other things, he is a member of the Ring Deutscher Bergingenieure . He has been a member of the Lourenço cabinet since September 28, 2017 . In August 2018 he accompanied President João Lourenço on his first official visit to Germany.

Political positions

Azevedo was in the special position of getting to know both the real socialist planned economy and the social market economy personally through his long study visit to the GDR and reunified Germany . That also influenced his political positions. His attitude towards state monopoly companies has changed significantly over time. As a mining student in Germany, he was of the opinion that it would be good for a country if the mining companies were in state hands. During his professional life in the mining sector, however, he came to the realization that it is wrong for state-owned companies to own the production concessions and also carry out the operation. Instead, independent companies should have the concessions, the state should only define the political framework, as he said in a speech in Cape Town .

As a minister, he advocates further opening of the country's market and a move away from state monopoly companies in the field of oil, phosphate and diamond extraction, as well as liberalization in the distribution of oil products. In March 2018 he signed decrees that allow the Italian company ENI to acquire a 48% stake in an oil field in Cabinda with retroactive effect from March 2015. In August 2019 he went on an international road show to promote private investments in this sector. He would like Germany to play a greater role in the scientific exploration of the geology and natural resources of Angola as well as the technical training of Angolans at German universities, vocational training centers and scientific research centers in Germany.
