The Service Center Personnel (short: DLZP ; until 2016: Finanzverwaltungsamt Schleswig-Holstein ) is a higher regional authority of the State of Schleswig-Holstein . It is responsible for setting the salaries of civil servants , employees and pension recipients. It is also responsible for determining and issuing grants and for handling separation allowances and moving costs. In addition, other central tasks for the state administration, such as processing / regulating vehicle and personal injury and fiscal inheritance, are performed.

The data center is looked after by the IT service provider Dataport (formerly: Datenzentrale Schleswig-Holstein ). Together with the neighboring state of Hamburg , work is currently (as of 2016) on a joint IT process KoPers (cooperation personnel services).

The DLZP is based at Speckenbeker Weg 133 in Kiel .

The DLZP is divided (as of October 1, 2019) into five departments.

Klaus-Peter Milkereit was the head of the financial administration office until December 31, 2014; Silke Ruck has been the manager since March 1, 2015. With around 350 employees, the authority looks after around 90,000 active employees and pension recipients (as of December 2017).

history

Until March 31, 2009, the authority was called Landesbesoldungsamt Schleswig-Holstein (LBesA). From then until December 31, 2015 it was named Finanzverwaltungsamt Schleswig-Holstein (FVA). Since 1 January 2016, the authority under the name DLZP (was D ERVICE l eistungs for Entrum P ersonal) reorganized and was then first right of the State assigned. Since the new government was formed after the state elections in May 2017, the DLZP has again become a higher state authority, part of the finance department.

criticism

The computer process PERMIS-B (Personnel Management and Information System - Aid) is used to calculate subsidies, which was put into operation on September 4, 1989 (still under the previous name BABSY = subsidy accounting system ).

In November 2012, due to a small inquiry in the Schleswig-Holstein state parliament, it was determined that the processing times for grant applications were too long. The processing times were not shortened to the desired extent until October 2015.

The state government has taken the following measures to reduce processing times:

  • Use of additional staff: Due to the extensive training period required, this measure will only lead to a lasting improvement in the situation after a while
  • Risk-oriented aid processing in accordance with Section 5 (10) BhVO
  • Establishment of an aid service center to answer technical questions about aid by telephone; this results in undisturbed and thus accelerated processing of aid applications as well
  • voluntary Saturday work
