Dieter Sellner

Dieter Sellner (born January 11, 1935 in Wuppertal ) is a German lawyer and specialist lawyer for administrative law .

Career

After studying law in Cologne, Munich and Bonn and passing the first state examination in 1959, Dieter Sellner received his doctorate in 1961 with a dissertation on the history of criminal law. His scientific teachers were Helmut von Weber , Bonn and Siegfried Bader , Zurich; at von Weber, Sellner was a research assistant during his traineeship. After passing the second state examination in 1963, Dieter Sellner began his professional career as legal counsel at Vereinigte Glanzstoff-Fabriken AG (later AkzoNobel ) in Wuppertal. In the following five years he mainly advised the company on contract law and antitrust law. His activity was connected with numerous stays abroad in Europe as well as the Near and Middle East.

In mid-1968 Dieter Sellner joined the law firm of Dahs - Redeker - Schön in Bonn. He specialized in administrative and constitutional law. At the time, he was the fifth lawyer in the partnership, now “ Redeker Sellner Dahs ”; The firm now has around 100 professionals and has offices in Bonn, Berlin, Leipzig, London, Munich and Brussels.

A joint proceeding with Konrad Redeker up to the Federal Constitutional Court resulted in the constitutional confirmation of the specialist attorney, the reintroduction of which had been controversial in the legal profession. Dieter Sellner was awarded the corresponding qualification by the Chamber in 1987.

Sellner is best known for proceedings in constitutional and environmental law - here in particular in nuclear, pollution control and mining law. Sellner represented the Federal Council in the so-called first NPD prohibition proceedings before the Federal Constitutional Court and was active in numerous association prohibition proceedings for the Federal Republic of Germany (e.g. Hells Angels, Wehrsportgruppe Hoffmann); In mining and pollution control law, his mandates mainly concern opencast mines and power plants in North Rhine-Westphalia. In nuclear law, which has been up to date since 1976, it was initially mainly about the central legal and dogmatic question of the extent and depth of the administrative courts to examine questions of the safety of nuclear energy. Sellner also worked on this subject in technical literary terms. In North Rhine-Westphalia, Rhineland-Palatinate and Baden-Württemberg, Sellner a. a. active in the dispute over the territorial reform . The city of Wesseling, which was incorporated into Cologne, was given back its independence in a constitutional proceeding before the Constitutional Court in Münster, which was supervised by Sellner.

From 1992 to 1997, Sellner was a member of the independent expert commission at the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, which presented the draft of an environmental code in 1997 .

From 1997 to 2009 Sellner was co-editor of the Neue Zeitschrift für Verwaltungsrecht . Sellner was a member of the board of the Society for Environmental Law , which he co-founded in 1977, from 1977 to 1997.

Sellner has been working in the Berlin office of Redeker Sellner Dahs since 1999.

Association activity

Sellner was chairman of the environmental law committee of the German Lawyers' Association (DAV) from 1978 to 2014 and was on the board of the working group for administrative law in the DAV in North Rhine-Westphalia until 1997.

Sellner's attachment to music was expressed in six years as a director of the Bonn Bach Association .

Publications

Sellner has published articles in specialist journals and festschriften, reviews of judgments and reviews of specialist books. In 1978 the first edition of his environmental law book “Immissionsschutzrecht und Industrieanlagen” appeared, the third edition of which has since appeared with Olaf Reidt and Martin J. Ohms. In immission control law, he worked for the Landmann / Rohmer commentary on environmental law. Sellner's academic work was supplemented by lectures at legal congresses that have been published.
