The Dipartimento delle Informazioni per la Sicurezza ( DIS ; German  " Department for Security Information " ) is a department in the office of the Italian Prime Minister . It coordinates the Italian intelligence services .

With the law on the reform of the Italian intelligence services of August 3, 2007, this service took over the previous tasks of the former coordinating body CESIS .

The DIS corresponds roughly to Department 7 in the German Federal Chancellery .

Tasks and organization

The Prime Minister is politically responsible for the operation of the two intelligence services. After hearing the interministerial committee for the intelligence services ( Comitato interministeriale per la sicurezza della Repubblica - CISR ), it lays down the political guidelines for the work of the intelligence services and the DIS, appoints and dismisses their directors and deputy directors, and sets their budget (through which it the parliamentary control body Comitato parlamentare per la sicurezza della Repubblica ) and is the highest decision-maker regarding state secrets .

He can delegate these powers in whole or in part to a minister without portfolio or to a state secretary .

To coordinate the two intelligence services, the Prime Minister or the delegate appointed by him makes use of the Dipartimento delle Informazioni per la Sicurezza , which, together with the two aforementioned intelligence services, forms the so-called "intelligence security system of the Republic" ( Sistema di informazione per la sicurezza della Repubblica ) . The military intelligence and security service Centro Intelligence Interforze of the Italian General Staff (RIS / J2) does not belong to this system. In the field of military intelligence, however, the Italian Prime Minister defines the precise division of labor between the military intelligence service and the civilian foreign intelligence service, which also deals with general military-political issues.

The Dipartimento delle Informazioni per la Sicurezza

  • coordinates the intelligence activities of the two services AISE and AISI and monitors their results;
  • is informed by the services of ongoing operations and provides reports and analyzes of the services to the Prime Minister;
  • In addition to the requested and job profile-related reports and analyzes of the services, it also receives or collects intelligence-relevant information from the armed forces, the police, the state administrative authorities, public or private research institutions and thus forms a comprehensive picture of the situation on the basis of which assessments and predictions are made;
  • derives from the picture of the situation short-term job profiles for the services approved by the Prime Minister;
  • organizes regular meetings of representatives of the intelligence services and the police authorities and thus ensures the necessary exchange of information;
  • by order of the Prime Minister and after hearing the inter-ministerial committee for services (CISR), transfers reports and analyzes to other government agencies, provided that a legitimate interest can be proven;
  • Develop, with the services, plans for recruitment and related employment criteria, procurement of materials and other intelligence-related items, and submit these plans to the Prime Minister for approval;
  • has the general supervision of the intelligence services and can under certain circumstances investigate special service incidents after the order of the general director of the DIS and after approval of the prime minister, whereby the respective inspectors u. a. enjoy special legal protection and status;
  • presents the services and their activities to the public;
  • has a special protection agency;
  • is responsible for the management of the common central archive of the intelligence services;
  • maintains the joint school of the intelligence services;
  • coordinates various state bodies active in the field of cyber security through a special service (nucleo per la sicurezza cibernetica) , represents these bodies at international level and maintains a cyber defense center (since 2017).

The heads of the two intelligence services have a direct right to speak to the Prime Minister under special circumstances. In these cases, the Director General of the DIS must be informed immediately about the content of the lectures and discussions.

The DIS headquarters are located at 25 Piazza Dante in the Esquilino district of Rome, in a building that was essentially erected shortly before the First World War as the headquarters of the Italian Post Office Savings Bank founded in 1875. After the Palazzo delle casse di risparmio postali had been selected in 2008 as the seat of the DIS and parts of the two subordinate intelligence services reformed in 2007, it was renovated and partially rebuilt from 2012 to 2019 for around 90 million euros. The neoclassical palazzo with its neo-baroque and eclectic elements is almost square, with a side length of around 100 meters each. It consists of a basement floor , which is at ground level on the south side and in the also square inner courtyard, a mezzanine floor , on the north side of which the main entrance is on the slightly higher Piazza Dante , and two upper floors , on which two more upper floors are built in a more modern design were. There is a basement under the basement and the inner courtyard, which can be reached on the south side via two drivable ramps from the surrounding streets. Under the Piazza Dante , an air raid shelter from the time of the Second World War was converted into an underground car park . Since May 2019, over 1000 employees of DIS and the intelligence services AISE and AISI have been working in the building. The latter have not given up their operational central offices. For the cyber defense center of the DIS and certain areas of the intelligence services, the department for engineering informatics of the University of La Sapienza , located immediately to the west of the palazzo , is important. Immediately to the east there was a Carabinieri office before the renovation .
