Giovanni De Gennaro (born August 14, 1948 in Reggio Calabria ) was Director General for Public Security in the Italian Ministry of the Interior from 2001 to 2007 and thus head of the Polizia di Stato . From January to May 2008 he was special commissioner for the garbage emergency in Naples . He then became a ministerial official and then State Secretary in the Presidium of the Council of Ministers responsible for the intelligence services of Italy . From July 2013 to May 2020, De Gennaro was president of the defense and technology group Leonardo (formerly Finmeccanica ), which had been shaken by corruption scandals in previous years.

Life

De Gennaro studied law at La Sapienza University in Rome . In 1973 he joined the Italian State Police ( Polizia di Stato ). After a first assignment in the province of Alessandria , he came to the Rome Police Headquarters ( Questura ) in 1975 , where he worked in an anti-drug unit. In 1981 he took over the management of the Criminal Police in Lazio ( Centro Interprovinciale Criminalpol Lazio ), in 1984 he joined the Central Criminal Police Department in the Ministry of the Interior ( Direzione Centrale della Polizia Criminale ). In his career he was honored twice for exceptional services: in 1980 he was promoted to Vice Questore Aggiunto ( Chief Police Officer ) after he had ended a hostage-taking at the Belgian Embassy in Rome. After a shooting, he managed to free 30 people. In 1990 he was promoted again for outstanding services, this time to Conductor Superiore ( Ministerial Conductor ), after uncovering several international operations by the Sicilian Mafia. At the end of 1991 the Minister of the Interior appointed him deputy head of the anti- mafia authority Direzione Investigativa Antimafia . He worked with the judge Giovanni Falcone for a total of eleven years . In addition, Gianni De Gennaro led several hostage-taking investigations in which the victims were saved. He worked with the DEA and the FBI in the US , as well as with Canadian and Australian authorities. On April 1, 1993, De Gennaro became head of the anti- mafia agency Direzione Investigativa Antimafia . On September 1, 1994, he was appointed Head of the Criminal Police Department of the Ministry of the Interior and Deputy Chief of Police, and finally, on May 26, 2000, Head of State Police ( Capo della Polizia ) and Director General for Public Security ( Direttore Generale della Pubblica Sicurezza ).

On June 20, 2007, an investigation was opened against police chief Giovanni De Gennaro for inciting false statements . Police tried to cover up their acts of violence during the 2001 G8 summit in Genoa , which Amnesty International described as the greatest suspension of democratic rights in a Western country since the end of World War II. This incident brought him public criticism and finally his dismissal on June 20, 2007 by the then Prime Minister Romano Prodi . On October 8, 2009, De Gennaro was acquitted in the first instance. The appellate court in Genoa, however, sentenced him on June 17, 2010 for inciting false testimony around the investigation of the G8 summit in 2001 to one year and four months in prison. The final acquittal took place on November 23, 2011.

In the summer of 2007, shortly after his removal from the head of the Italian police and despite very critical press reports, De Gennaro became head of the management team in the Ministry of the Interior. On January 9th, 2008, as special commissioner for the garbage emergency in Campania , he began to dispose of thousands of tons of garbage that was lying on the streets of Naples and the surrounding area, and to develop a garbage concept after 14 years of emergency. In 2007, the European Commission initiated proceedings against the Italian government.

The new government of Silvio Berlusconi appointed him in May 2008 as coordinator of the Italian intelligence services and thus head of the Dipartimento delle Informazioni per la Sicurezza . He held this office until May 2012.

On May 11, 2012, Prime Minister Mario Monti appointed him State Secretary in the Presidium of the Council of Ministers, where he remained responsible for the intelligence services until April 2013.

After various managers of the Finmeccanica Group (now Leonardo) had to resign due to corruption cases, De Gennaro was appointed President of the Group on July 4, 2013. As such, he should above all ensure transparency and clean business conduct there. The day-to-day business is managed by the Chairman of the Board of Directors.

Giovanni De Gennaro was confirmed as Group President in May 2017. In May 2020 he gave up this post to the former general of the Guardia di Finanza and chief of the intelligence service, Luciano Carta.

Awards

He received several honors in Italy and abroad. In December 2006, he received the FBI's Medal of Meritorious Achievement , the first time it was awarded to a foreign police officer.
