Director of the Federal Council

The director of the Federal Council heads the secretariat set up at the Federal Council on behalf of the Federal Council President . He is thus - especially in the time between the plenary sessions - the administrator of the President of the Federal Council, who, due to his main function as Prime Minister of a country, cannot permanently work at the headquarters of the Federal Council. He assists the President in preparing and holding the plenary sessions. In the plenary session, the director sits on the President's right. With effect from February 1, 2013, the then incumbent was appointed State Secretary .

In its meeting on March 27, 2015, the Federal Council approved the President's proposal that the previous Deputy Director, Dr. Ute Rettler , on April 1, 2015 Gerd Schmitt , who retired, will follow in office. The office of the deputy director is currently held by Georg Kleemann.

The legal basis for the office of director results from the position of the Bundesrat as a constitutional organ ( Art. 50 GG ) and the autonomy of the rules of procedure ( Art. 52 (3) sentence 2 GG). The rules of procedure of the Federal Council contain more detailed provisions on the function of the director. One of its main tasks is to maintain contact with the German Bundestag, the federal government and the governments of the federal states at the political level. He takes part in the meetings of the Permanent Advisory Council and is in constant contact with the federal states' representatives. Furthermore, Section 129 (2) of the Federal Civil Servants Act stipulates that the director of the Federal Council, insofar as he is a civil servant for life, can be put into temporary retirement at any time.
