Originally limited to Poland, the plan was extended to the Baltic States on January 22, 2010 at the urging of Estonia , Latvia and Lithuania . The cyber attacks on Estonia in 2007 and the war in Georgia in 2008 in particular led to growing uncertainty about Russia in the former Soviet republics . The adoption by the Military Committee was preceded by lengthy discussions between Poland, the Baltic states, Germany and the USA. Germany in particular is said to have feared a deterioration in relations with Russia should the plans become known.
