After reshuffling the cabinet, he served as Minister for Trade, Industry and Tourism between 1976 and 1978 and then as Minister of Finance for the first time from 1978 to 1980. After losing Banda's favor for a few years, he returned to the government as Minister of Transport and Communications in 1983 and was again Minister of Finance between 1984 and 1986. After he was again Minister for Transport and Communications between 1986 and 1987, he again held the post of Minister of Health from 1987 to 1990 and then briefly as Minister of Local Government in 1990.

After the election of the first President of the Republic of Malawi Hastings Kamuzu Banda after thirty years in office in the first multi-party elections in Malawi's history on May 17, 1994, he was appointed Foreign Minister in 1994 by the new President Bakili Muluzi . On May 2, 1996, President Bakili Muluzi reshuffled his cabinet, as a result of which the Second Vice President Chakufwa Chihana and three other leading ministers lost their offices. Bwanali took over the Department of Irrigation and Water Development, during which the previous Minister of Transportation and Civil Aviation George Ntafu became the new Secretary of State. Most recently, after a further restructuring of the government from 1997 until his death on October 22, 1998, he was only Minister for Water Development.
