Elson Bakili Muluzi (born March 17, 1943 in Machinga ) was the President of Malawi from 1994 to 2004.

He was elected in May 1994 as the successor to long-time ruler Hastings Kamuzu Banda and re-elected in 1999. In 2002 he proposed a constitutional amendment that would have allowed him to run for a third term, but gave up the idea after demonstrations. After the elections in May 2004, he therefore resigned his office to Bingu wa Mutharika , who had also run for his party, the United Democratic Front (UDF). Nevertheless, he is still the chairman of the UDF, which his successor left after an argument with him.

Muluzi's time as president was overshadowed by controversy and scandals. This applies in particular to the sale of Malawian grain reserves to other countries shortly before the outbreak of a drought that resulted in a great famine . Despite great international pressure, the millions of dollars from the sale of the food reserves were not found and it is believed that the money ended up in a foreign account of Muluzi or one of his followers.

Muluzi is high on the list of Africa's richest personalities, despite the fact that the country he ruled from 1994 to 2004 is one of the poorest countries in Africa. He belongs to the country's Muslim minority - the Wayao (Yao) - and was a close friend of the Libyan revolutionary leader, Muammar al-Gaddafi .
