In December 2003 the government passed the “Agenda2010” reform package. The reforms are the biggest turning point in the welfare state since the establishment of the Federal Republic of Germany. “Ice Age” shows the processes from the perspective of those affected. Six people who for different reasons are on the social fringes are accompanied. Without comment, the film lets those affected talk about the social changes in a city that will soon no longer only be divided into east and west, but also into rich and poor.
