Emília Carlota Sebastião Celestino Dias is an Angolan politician of the Movimento Popular de Libertação de Angola (MPLA). Since October 12, 2018, she has been First Vice-President of the National Assembly (Assembleia Nacional) .

Life

Emília Carlota Sebastião Celestino Dias completed a degree in pedagogy , which she graduated with a licentiate (Licenciada em Ciências da Educação) . After completing her studies, she taught between 1993 and 1996 as a teacher at the vocational school for arts and crafts (Escola de Formação Profissional de Artes e Ofícios) in the province of Namibe . She also became a member of the Association of High School Students (Associação dos Alunos do Ensino Médio) in 1993 and of the Young Literature Brigade (Brigada Jovem de Literatura) in 1994 . In 1996 she became Head of the Studies and Research Department at the National Institute of the Child (Instituto Nacional da Criança) . During this time she began her political engagement in the MPLA youth association JMPLA (Juventude do Movimento Popular de Libertação de Angola) and became a member of the committee and secretariat of the JMPLA of the Huíla Province in 1997 and a member of the National Council of the JMPLA in 1998. She is also involved in the MPLA women's organization OMA (Organização da Mulher Angolana) and in 1999 became a member of the OMA committee of the Huíla Province. In 2001 she took on the role of National Coordinator for Audit and Discipline in the National Council of the JMPLA.

In the election of December 31, 2012 , Emília Dias was elected for the first time as a member of the National Assembly (Assembleia Nacional) on the country list of the Movimento Popular de Libertação de Angola (MPLA) . In the legislative period from 2012 to 2017 she acted as First Secretary of the Presidium of the National Assembly. After her re-election in the elections on August 23, 2017 , she became a member of the 1st Parliamentary Commission (1ª Comissão: Assuntos Constitucionais e Jurídicos) , which is responsible for constitutional affairs and law. She has been First Vice-President of the National Assembly since October 12, 2018, making her the first deputy to the President of Parliament Fernando da Piedade Dias dos Santos .

Emília Carlota Sebastião Celestino Dias is also a member of the Politburo and the Central Committee of the MPLA. She is currently the second national secretary of the MPLA youth association JMPLA and thus, after Sérgio Luther Rescova Joaquim, deputy chairwoman of the Juventude do Movimento Popular de Libertação de Angola . She is also a member of the national committee of the women's organization OMA
