Fernando "Nandó" da Piedade Dias dos Santos (born March 5, 1952 in Luanda ) is an Angolan politician of the Movimento Popular de Libertação de Angola (MPLA), who was Prime Minister of Angola between 2002 and 2008 . He was also President of the National Assembly (Assembleia Nacional de Angola) between 2008 and 2010 and Vice President of Angola from 2010 to 2012. Since 2012 he has been President of the National Assembly again.

Life

Fernando “Nandó” da Piedade Dias dos Santos, whose cousin José Eduardo dos Santos was President between 1979 and 2017 , studied law at the Universidade Agostinho Neto and graduated with a law degree (Licenciado em Direito) . After Angola's independence from Portugal on November 11, 1975, he joined the police service as an inspector in 1976 and became director of the National Police (Policia Nacional de Angola) in 1985 . In 1986 he was elected a member of the Popular Assembly (Assembleia do Povo) for the then unity party Movimento Popular de Libertação de Angola (MPLA) and in 1987 took over the post of Vice-Minister for State Security (Vice-Ministro da Segurança do Estado ) in his cousin's government ) .

From 1995 to 2002, Nandó dos Santos acted as General Commander of the National Police and was appointed Minister of the Interior (Ministro do Interior) in his government by President dos Santos after the abolition of the office of Prime Minister as part of a cabinet reshuffle on June 29, 1999 . In this cabinet reshuffle, Defense Minister Pedro Sebastião was replaced by General Kundi Paihama , while João Bernardo de Miranda became the new Foreign Minister as the successor to Venâncio da Silva Moura . The new finance minister was Joaquim Duarte da Costa David .

On November 20, 2002, President José Eduardo dos Santos appointed him to the re-established office of Prime Minister Angola (Primeiro Ministro da República de Angola) . After confirmation by the Advisory Council of the Republic, he formally assumed this office on December 5, 2002. He then formed his cabinet on December 6, 2002, in which Osvaldo Serra Van-Dúnem was appointed as the new Minister of the Interior. The new Finance Minister was José Pedro de Morais , while Foreign Minister João Bernardo de Miranda and Defense Minister Kundi Paihama retained their ministerial posts. He held the post of Prime Minister until September 30, 2008, after which António Paulo Kassoma became his successor. He himself was then President of the National Assembly (Assembleia Nacional de Angola) between 2008 and 2010 .

After the office of Prime Minister was again abolished, Fernando da Piedade Dias dos Santos took over the newly created office of Vice-Presidente da República on February 3, 2010 and thus became the deputy of his cousin José Eduardo dos Santos in the office of President. As part of this cabinet reshuffle, Carlos Alberto Lopes was appointed Minister of Finance and Cândido Pereira dos Santos Van-Dúnem Minister of Defense on February 5, 2010 .

After the election on December 31, 2012 , he was again President of Parliament. He took over the office of President of the National Assembly again after the election on August 23, 2017 and is also a member of the 1st Parliamentary Commission (1ª Comissão: Assuntos Constitucionais e Jurídicos) , which is responsible for constitutional matters and law. Nandó dos Santos is also a member of the Politburo and the Central Committee of the MPLA.
