Fernando José de França Dias Van Dúnem

Fernando José de França Dias Van Dúnem (* 1952 ) is an Angolan university professor , diplomat and politician of the Movimento Popular de Libertação de Angola (MPLA), who was Prime Minister of Angola between 1991 and 1992 and again from 1996 to 2002 .

Life

Fernando José de França Dias Van Dúnem holds a law degree and a doctorate in public law from the University of Aix-en-Provence . He then worked as a research assistant at the University of Utrecht between 1964 and 1965 , and in 1969 accepted a professorship at the Law Faculty of the University of Burundi in Bujumbura , where he taught until 1971. From 1972 to 1978 he was permanent representative of the Organization for African Unity (OAU) to the United Nations in Geneva . In 1979 he was ambassador in Belgium and remained there until 1982. He was also between 1979 and 1982 as ambassador to the Netherlands , as well as Permanent Representative to the European Communities (EC) accredited . This was followed by employment as an ambassador in Portugal between 1982 and 1985 . During this time he was also accredited as ambassador to Spain .

After his return to Angola, which had obtained its independence from Portugal on November 11, 1975 , Fernando Van Dúnem served between 1985 and 1986 initially as Vice-Ministro da Relações Exteriores . In 1986 he became Minister of Justice (Ministro da Justiça) in the government of President of Angola José Eduardo dos Santos and held this ministerial office until 1990. In the course of a cabinet reshuffle, he became Minister of Planning in 1990 (Ministro do Plano) and held this office until 1991. After the office of Prime Minister (Primeiro Ministro da República de Angola) was re-established on July 19, 1991 , he took over this office until he was replaced by Marcolino Moco on December 2, 1992. He himself then became President of the National Assembly (Assembleia Nacional) .

After Marcolino Moco's dismissal, Van Dúnem was appointed Prime Minister for the second time by President dos Santos on June 3, 1996. He remained in this position until the office of Prime Minister was abolished again on January 29, 1999. At the first session of the Pan-African Parliament on March 18, 2004, he became its first vice-president and held this position until 2009. He was also a professor at the Law Faculty of the Catholic University of Angola and was re-elected to the National Assembly in the elections on September 5, 2008 , August 31, 2012 and August 23, 2017 . Since September 28, 2017 he has been a member of the 1st Parliamentary Commission (1ª Comissão: Assuntos Constitucionais e Jurídicos) , which is responsible for constitutional affairs and law.
