Joaquim Duarte da Costa David (born April 6, 1951 in Lobito , Benguela Province ) is an Angolan economic manager and politician of the Movimento Popular de Libertação de Angola (MPLA).

Life

Joaquim Duarte da Costa David worked as an assistant auditor for the customs administration of Luanda between 1970 and 1973 and then completed a degree in mining science , which he graduated with a licentiate as a mining engineer (Licenciado em Engenharia de Minas) . From 1976 to 1978 he worked as an air traffic and civil aviation inspector and, after completing further training as a petroleum engineer, in 1982 became chief engineer for petroleum and petroleum deposits at the petroleum company Texaco . He then moved to the state oil company SONANGOL (Sociedade Nacional de Combustíveis de Angola) in 1985 , where he was initially head of the production department of the deputy general directorate for hydrocarbons until 1989. He then acted from 1989 to 1998 as General Director of SONANGOL.

After the abolition of the office of Prime Minister, Joaquim David was appointed Minister of Finance (Ministro das Finanças) in his government by President José Eduardo dos Santos as part of a cabinet reshuffle on June 29, 1999, as successor to Mário de Alcântara Monteiro . In this cabinet reshuffle, Defense Minister Pedro Sebastião was replaced by General Kundi Paihama , while João Bernardo de Miranda became the new Foreign Minister as the successor to Venâncio da Silva Moura . Fernando da Piedade Dias dos Santos became the new interior minister . He held the office of finance minister until October 2000, after which Júlio Bessa succeeded him. He himself then became Minister of Industry (Ministro da Indústria) in the Dos Santos government and held this ministerial office in the subsequent cabinets of Prime Minister Fernando da Piedade Dias dos Santos (December 6, 2002 to September 30, 2008) and António Paulo Kassoma (30 September 2008) . September 2008 to February 5, 2010). In the subsequent renewed presidential government of President dos Santos, he acted between February 2010 and December 2012 as Minister for Geology, Mining and Energy (Ministro da Geologia, Minas e Indústria) .

In the election of December 31, 2012 , Joaquim Duarte da Costa David was elected to the national list of the Movimento Popular de Libertação de Angola (MPLA) as a member of the National Assembly (Assembleia Nacional) . On October 27, 2017, he was again a member of the National Assembly to replace António Paulo Kassoma and is vice-president of the 5th parliamentary commission (5ª Comissão: Economia e Finanças) , which is responsible for economics and finances.
