Emil von Boetticher (born October 1, 1836 in Riga ; † March 9, 1907 ibid) was a politician , mayor and state councilor of Riga.

Emil Friedrich von Boetticher was born as the youngest son of the Riga merchant and landlord Carl von Boetticher (1782–1859) and his wife Emilie, née. Wippert (1794–1855) born in Riga. He was the younger brother of the art historian Friedrich von Boetticher . First he attended from 1847 to 1853 Pastor Albanus' private school in Dünamünde and Engelhardtshof ( Livonia ), where he was taught. Then in 1853 he moved to the Hollandersche private school in Birkenruh near Wenden for his Abitur , which he also passed a year later.

From 1855 to 1858 he studied at Dorpat law before 1859-1860 study in Heidelberg and Berlin joined, as well as study trips to France, Italy and Switzerland. Back in Riga in 1861 he became an intern ("Auskulant") at the city council and in 1864 got a position as secretary, from 1865 as an assessor at the criminal deputation of the provincial court . In 1868 Emil von Boetticher became councilor of the city of Riga. At the same time he worked as a church leader of several churches in the patrimonial area. In 1870 he was appointed President of Section II of the Landvogteigergericht and in 1872 as Chief Bailiff . As a Syndicus (legal scholar) he advised the city on legal matters since 1870. In addition, in 1871 he was given the function of inspector of St. John's Church.

After the introduction of the Russian city ordinance in 1878, he was elected city councilor before Emil von Boetticher became mayor of the city of Riga in 1881 . As such, he was also President of the orphanage administration as well as the administration of the gas and water works and in the following years he enforced the supply of clean drinking water to Rigas. In 1882 he took office as president of the cathedral church administration and from 1883 additionally president of the cemetery commission and administrator of the city library. From 1885 to 1906, extensive renovation work on the Riga Cathedral and its cloister was carried out under his leadership . After the council constitution was repealed in 1889, Boetticher became a city ​​councilor and president of the municipal property administration and, in 1894, city chief colleague. In 1899 he finally became the city's deputy to the Livonian Landtag and Council of State (office) . In 1906 he took over the chairmanship of the newly founded family union of the von Boetticher families.

Emil von Boetticher was married twice, first in 1864 to the daughter of Albert Woldemar Hollander , Christine Hollander (1841–1871), whose marriage resulted in three children. After the early death of his wife, he married her younger sister Johanna von Hollander (1844–1917) in 1874. Emil von Boetticher died in Riga on March 9, 1907. He rests in the family grave in the Riga Cathedral Cemetery.

Honor

The cathedral administration honored Emil von Boetticher with the erection of a memorial plaque, which was attached to the right wall of the altar arch of the cathedral in Riga and which still commemorates his services to the restoration of the church building.
