An emissions register is a spatially subdivided register of emissions that are emitted in a defined regional area over a specified period of time.

Emission registers include the most important air pollutants released from anthropogenic sources, but may also contain emissions from biogenic and geogenic sources , depending on the extent . They are usually based on a square area of ​​1 km 2 and a period of one year and are usually broken down by issuer group. Emission registers reflect those processes which, based on the location of the event, lead to atmospheric pollution.

Emissions registers are part of the strategic instrument for air pollution control. They form an essential part of a comprehensive spatial information system. They serve as a tool for the administration and documentation of emission-related data and contain information about individual issuers. Emissions registers thus contribute significantly to a better understanding of the cause, source, extent and effect of emissions and enable the implementation of targeted measures to reduce air pollutants and greenhouse gases . In doing so, they contribute to air pollution control and to reducing the global greenhouse effect .

Emission registers offer an important decision-making aid in regional and environmental planning. With a given immission concentration, emission registers with a sufficient level of detail enable the identification of the proportions of different polluter sectors. They are suitable as a basic source for further calculations such as B. dispersion calculations , atmospheric transport models or air quality models. Emissions registers can be used as information for the population and to support public opinion-forming.

Emission declarations and emission factors , as well as population figures, are used to collect data . As a rule, the emitter groups industry, small businesses, domestic heating, traffic, biogenic sources and domestic consumption are considered.

In Germany, the legal basis for drawing up an emissions register is Section 46 of the Federal Immission Control Act . The federal states are responsible for data collection.

In Austria, a ministerial ordinance from 2002 is the legal basis. To ensure the comparability of emission registers, their creation is standardized in OENORM M 9470 .
