When a merger with what was then the Dortmund University of Education was discussed and te Kaat stood alone in terms of the university's competitiveness with his view that one had to go together in order to be prepared for the future, he resigned from his office in 1978. He remained a professor at the university and devoted himself to setting up the Dortmund Electron Test Storage Ring System (DELTA), a facility for the development of new components for electron accelerators . He also prepared the establishment of a center for microstructure technology .

On October 1, 1991, he took up a new job as scientific director of the Hahn-Meitner-Institut (HMI) in Berlin. Here his focus was on basic research on the structure of solid bodies and solar energy .

In 2017 he was made an Honorary Senator of TU Dortmund University.
