First financial contract

The first financial contract within the European Communities ( contract amending certain budgetary provisions of April 22, 1970), which came into force on February 1, 1971, regulated the management of EU own resources by the European Commission and the European Parliament .

At the summit in The Hague in 1969 , the introduction of EC own funds , which Hallstein had called for , was decided. The first financial contract negotiated as a result was signed in Luxembourg on April 22, 1970 and came into force on January 2, 1971. The European Parliament was involved in drawing up and adopting the budget - but not in the area of ​​so-called “compulsory expenditure”, i.e. H. especially the expenditure on the common agricultural policy , which at that time made up around 90% of the total budget. The subsequent Second Financial Contract ( Treaty amending certain budgetary provisions of July 22, 1975), which came into force on December 31, 1977, changed the rules for the management of the EC budget by the Commission and Parliament and established the European Court of Auditors (ECA for short).
