Estrada Circular de Maputo

The Estrada Circular de Maputo , in English "Maputo Ring Road", is the name given to an extensive construction project of six roads which, once completed , are intended to significantly improve the flow of traffic in and around the Mozambican capital Maputo . Construction, largely funded by the government of the People's Republic of China , began in 2012 and was completed after numerous delays.

Under the name “Estrada Circular de Maputo”, the Mozambican government, together with the government of the People's Republic of China, is promoting an extensive construction project to improve road traffic on the periphery of the Mozambican capital. Construction work on the project began in 2012. The project is expected to cost $ 315 million, with $ 300 million being loaned by the Chinese government through the state-owned China Exim Bank .

The construction time was estimated at 30 months. The developers - the National Road Administration (Administração Nacional de Estradas), the City of Maputo, the City of Matola and the state development company Maputo Sul - commissioned the Chinese company China Road and Bridge Corporation with the construction. The Chinese company is also responsible for the construction of the bridge from Maputo to Katembe . After completion, the city of Maputo and the Maputo Sul company will take over the management and maintenance of the roads, including tolls similar to the EN4 road .

The project is divided into six sections, a total of 74 kilometers of road will be built, of which 22 kilometers are expansion and 52 kilometers are new construction.

  • Section 1: Expansion and extension of Avenida da Marginal to 6.325 kilometers; from the Radisson Hotel level to the Costa do Sol district
  • Section 2: New construction of a road over 19.869 kilometers; from the Costa do Sol district to the suburb of Marracuene
  • Section 3: New construction of a road over 10.506 kilometers; from Chiango to Zimpeto
  • Section 4: Expansion and extension of the national road EN1 to 15.5 kilometers; from Zimpeto to the suburb of Marracuene
  • Section 5: New construction of a road 16,299 kilometers; from Zimpeto to Tchumene (with connection to the EN4 )
  • Section 6: New construction of a road parallel to EN4 for 5.5 kilometers; from the Machava junction to Praça 16 de Junho

In addition to the largely four-lane roads, six bridges will also be built. Two of them cross the Linha de Limpopo railway (near Albazine and Marracuene) and one the Linha de Ressano Garcia (near Matola train station).

It is currently being considered not to build the sixth section because of numerous other infrastructure projects in the area affected by it. After a delay due to heavy rain and numerous thefts of materials, the project was expected to be completed in April 2015; it was originally planned for December 2014. After numerous delays, especially at the Tchumene junction, where the ring road meets the EN4, the construction work should now be completed by the end of 2016.

criticism

Right from the start, the working conditions of the Mozambican construction workers were criticized, the number of which fluctuates between 1000 and 2000 depending on the project status. Numerous construction workers complain of racism by the Chinese leadership, lack of equipment, outstanding salaries and the lack of payment for the numerous overtime hours. In 2014, 230 Mozambican construction workers went on strike, which they broke off after a few days without success.

In addition, numerous resettlements are necessary for the construction of the roads; in the five districts of Intaka, Muhalaze, Mwamatibjana, Nkobe and Matola-Gare of the city of Matola alone to be crossed, new homes have to be procured for 1200 families. Numerous residents complained about a lack of information, grievances with the relocations and little or no payments of compensation, for which, according to media reports, 40 million US dollars are in the budget. Paulo Fumane, Mozambican site manager for the project, once again complained about opportunism among the residents and "suddenly new huts" that had not been there before.

Silva Magaia, head of the UN Habitat program in Mozambique , criticizes the plans for the ring road, especially the road layout on the coast. Since Mozambique is particularly feeling the effects of climate change, the road is at risk from rising sea levels. Even a “small tsunami” could cause considerable damage to the infrastructure.
