The succulent Euphorbia ballyana arises from a thickened root and forms a few, only slightly branched shoots from the base. These are stem-round and up to 30 centimeters long and 1 centimeter thick. They are set with flat teeth at a distance of about 2 centimeters from each other. The elongated thorn shields are about 17 millimeters long and stand individually in four rows. Thorns up to 15 millimeters in length and secondary leaf thorns up to 3 millimeters in length are formed.

The inflorescence is formed from single, simple and almost sedentary cymen . The cyathia become 5 millimeters in size. The rectangular nectar glands are greenish in color and border one another. The bluntly lobed fruit grows to around 4 millimeters and the egg-shaped, reticulated seeds around 2 millimeters.
