The succulent Euphorbia caerulescens forms shrubs up to 1.5 meters in height that branch out from their base. The rhizome-like roots create large stands of densely packed plants. The clearly square to hexagonal and upright branches are divided into 10 centimeters long and 5 centimeters wide sections by elongated constrictions. The blue-green colored shoots have notched teeth on the edges. The thorn shields have grown together to form a horn edge and thorns up to 12 millimeters in length are formed.

The inflorescence consists of one to three simple cymes , which are arranged in a horizontal line and are up to 6 millimeters long stems. The cyathia reach up to 6 millimeters in diameter. The elongated nectar glands are colored yellow and butt against each other. The bluntly lobed fruit is about 7 millimeters large and has a stalk about 5 millimeters long. It contains the spherical seed.
