European Instrument for Democracy and Human Rights
The European Instrument for Democracy and Human Rights (EIDHR) is a thematic program of the European Union that has existed since 2006 for the worldwide promotion of democracy and human rights. It replaces and builds on a European initiative (2000–2006).
Aim of the funding
As a thematic instrument of the European Union, the EIDHR has a broad scope for action. The aim is to support and promote democracy and human rights in third countries .
The main objectives of the EIDHR are:
- Improving respect for human rights and fundamental freedoms in countries and regions where they are most at risk;
- Strengthening the role of civil society in promoting human rights and democratic reforms, assisting the peaceful settlement of conflicts between group interests and enhancing political participation and representation ;
- Support of measures that are regulated in EU directives , such as B. Dialogue on human rights , human rights defenders , the death penalty , torture , children and armed conflict, violence against women etc .;
- Support and strengthen the international and regional framework for the protection of human rights, justice , the rule of law and the promotion of democracy ;
- Building confidence and strengthening the reliability and transparency of the democratic electoral process , in particular by monitoring electoral processes.
Purpose of the funding
The EIDHR serves to create and maintain an effective force in civil societies for political reform and defense of human rights. The funding is granted without the approval of the government of the respective state , but directly to local organizations and individuals from civil society. This is particularly important in order to maintain independence from government authorities for these organizations . The EIDHR instrument also grants funding when there is no development cooperation.
Aid under the EIDHR can include the following grants:
- Projects and programs,
- Grants to fund projects submitted by civil society and / or international / intergovernmental organizations
- low grants for human rights defenders ,
- Subsidies for the running costs of the Office of the UN High Commissioner for Human Rights and the European Inter-University Center for Human Rights and Democratization (EIUC)
- human and material resources for the EU election observation missions
- public orders.
EIDHR partners and funding levels
EIDHR partners are 90% civil society organizations and 10% international organizations (IO). In the years 2009-2010, more than 900 civil society organizations were funded with more than EUR 240 million.
The EIDHR funds for the period 2007 to 2013 amounted to EUR 1,104,000,000 (EUR 157 million per year including the costs for election observation). EIDHR funds more than 1200 projects in over 100 countries.
Funding applicants
The following companies can obtain EIDHR funds depending on the specific objectives of each action or requirement:
- Civil society organizations;
- public and private non-profit organizations;
- national, regional and international parliamentary bodies, if the planned action is not financed by another EU instrument;
- international and regional intergovernmental organizations ;
- natural persons if the assistance is necessary to achieve the objectives of the EIDHR (e.g. human rights defenders ).
Human rights defender
For human rights defenders, additional EU funding of EUR 15 million is available until 2018. This amount is provided by the EU to provide continued support to human rights defenders beyond the scope of the EIDHR. Since 2007, human rights defenders around the world have received a total of EUR 200 million in support under the EIDHR.
