The European State Forest Association ( EUSTAFOR ) is an umbrella organization for European state forest holdings . It represents around 27% of the forest area in Europe, i.e. around 45 million hectares , of which 28 million are FSC or PEFC certified , and around 110,000 employees. EUSTAFOR is based in Brussels . The organization was founded on the initiative of the state forestry operations Metsähallitus (Finland), Office National des Forets (France), Latvijas Vasts Mezi (Latvia) and Österreichische Bundesforste AG . Members are currently (February 2012) 26 state forest administrations in Europe, including five state forest operations or administrations from Germany.

The organization has observer status in the MCPFE .
