Advisory Board for Urban Planning and Urban Design (Vienna)

The Advisory Board for Urban Planning and Urban Design is a committee of experts, which § 3 is formed and renewed according to the Vienna Building Code and which serves to advise the city government on relevant issues.

The members of the advisory board are appointed for three years at the suggestion of various institutions (universities, chambers, city of Vienna) and consists of 12 people: three architects and experts from various disciplines related to construction. The members are voluntary and work independently. The composition is regulated in the building regulations for Vienna.

Members

In the 2017-2020 term of office, the following experts were part of the advisory board:

  • three architects: architect Elke Delugan-Meissl (chairwoman of the advisory board), architect Univ.-Prof. Arch. DI Bettina Götz , Architect AProf. MMag. Arch. Johann Traupmann
  • an engineering consultant for civil engineering: DI Andreas Rösner
  • an expert in the field of spatial planning: DI Thomas Knoll
  • an expert in the field of monuments: Hofrat Univ.-Doz. Dr. Friedrich Dahm
  • an engineering consultant for surveying: DIin Michaela Ragoßnig-Angst, MSc (OU)
  • an expert in the field of urban ecology and folk hygiene: Univ.-Prof. Dr. Axel Priebs
  • an expert in the field of transport: DIin Andrea Weninger
  • an expert on social issues: Mag. Thomas Ritt
  • an expert in the field of green space planning: Univ.-Prof. DI Richard Stiles
  • an expert in the field of location issues: DIin Andrea Faast

history

A corresponding advisory board was already provided for in the Vienna Building Code of 1929, but it was dead right. It was implemented in 1947, with changes in 1986 and in the Vienna building regulations amendment in 1987.

Former chairmen of the advisory board were Georg Lippert (1960s / 1970s), Wilhelm Holzbauer (until 1989), Manfred Wehdorn (1991–1998) and Hans Hollein (1999–2005).

criticism

The advisory board has to take a stand on controversially discussed topics again and again and thus comes into the field of fire of criticism itself. Among other things, it is criticized that members of the advisory board can also be contractors for larger projects of the municipality of Vienna and thus there is no guarantee for the independence of the committee. Georg Kotyza , former deputy head of the municipal department responsible for urban planning18, pointed out the importance of such conflicts of interest: “The experts for spatial planning or traffic planning on the advisory board are traditionally among the busiest contractors in Vienna's urban planning. It would be an illusion to expect substantial spatial and traffic planning criticism of a project promoted by the town hall. ”Conflicts of interest could also exist and have existed for many architects: former chairmen of the advisory board such as Wilhelm Holzbauer , Manfred Wehdorn and Hans Hollein realized parallel to this Function major projects in Vienna.
