With the family ticket Hesse families receive at least one child under 18 and primary residence in Hesse perks and support services in the areas of sports, culture, education, leisure, mobility and consumption. So far, 152,000 families have registered and are taking advantage of offers from 200 partners. Accident insurance is a component of the Hessen family cardfor children and legal guardians. The insurance cover includes free accident insurance for children from birth to school entry as well as for non-working parents / single parents who hold a valid Hessen family card and look after their children themselves in their first three years of life. The Hessen family card was introduced in September 2010 and is unique in Germany.

The Hessen family card was presented to the public for the first time in July 2010 under the leadership of the Hessian state government ( coalition of CDU and FDP under Prime Minister Roland Koch ). The initiative of the Hessen Family Card resulted from the goal of the Hessian state government, as described in the coalition agreement , to send a family policy signal. The aim is to create favorable framework conditions for families to feel comfortable in their living environment. The Hessen Family Card is a state initiative and is therefore only available to families in Hessen.

The Hessen Family Card is issued to Hessen families with at least one child under the age of 18 who have their main place of residence in Hessen. The card is independent of income. Up to 2 cards per family are issued to the legal guardians. Their validity is limited to 5 years and ends when the youngest child turns 18. After 5 years, an extension of the Hessen Family Card can be applied for, provided that at least one child under 18 lives in the household .

Services

The Hessen family card essentially comprises five service areas:

  • The accident insurance includes accident insurance cover for children up to school entry and accident insurance for non-working parents who have a valid Hessen family card and look after their children themselves in their first three years of life. The state of Hesse bears the costs for the insurance premiums.
  • The second area includes services for the families. If necessary, the holders of the Hessen Family Card can arrange or organize babysitters and other childcare aids such as au pairs and childcare . In addition, household-related services that are provided by independent service providers can also be used. The agency costs are covered by the state of Hesse. The service itself must be paid for by the client, the holder of the Hessen family card.
  • The third area includes discounts and benefits for holders of the Hessen family card. Family cardholders receive discounts and perks at partner companies. The offers range from permanent discounts to seasonal special offers. At the start of the Hessen Family Card, the network comprised 33 partners. This included 5 premium partners and 27 partners with other offers. The number of partners has currently increased to over 200, including 6 premium partners.
  • The fourth area contains a parenting guide for holders of the Hessen family card. This consists of an online counseling service and a hotline (“ Elterntelefon - number against Kummer ”), which has expanded its range as part of the Hessen family card.
  • The fifth area contains information on the subject of "taking precautions", care, as well as information on the coexistence of older and younger people.

Since January 1, 2011, responsibility for the Hessen Family Card has changed from the Hessian State Chancellery to the Hessian Ministry of Social Affairs . For the 152,000 Hessian families who are in possession of the card, nothing changed as a result of this reallocation.

criticism

With the introduction of the Hessen Family Card at the press conference on July 2, 2010 by Prime Minister Roland Koch and Family Minister Jürgen Banzer , the first critics came forward. It was objected that the card primarily used public funds to coordinate discount campaigns in the private business sector and that it did not sufficiently promote the cultural and social demands of families. For example, Marcus Bocklet, family policy spokesman for the Hessian GRÜNEN , did not speak out against the Hessen Family Card, but criticized the implementation and the motive of the project: “This card only has one real component: it advertises (...) we need it first especially for leisure activities such as swimming pools and sports clubs, education (music schools) and culture (museums). Such cheap offers are less and less affordable for "normal" family incomes. "

In a comment dated July 3, 2010, the Hessisch Niedersächsische Allgemeine (HNA) attested that the Hessen Family Card had rather flimsy benefits instead of effective support for families. Instead of good politics, the focus is on advertising for business enterprises and the state government, as well as recording the consumer behavior of families.
