Florence Benoît-Rohmer

Florence Benoît-Rohmer (born September 20, 1952 in Strasbourg ) is Professor of Public Law at the Université Robert Schuman (URS) in Strasbourg. She is currently also Secretary General of the European Interuniversity Center for Human Rights and Democratization (EIUC), a multicultural institution founded on September 15, 2002 in Venice to promote human rights.

She has a Master of Public Law degree, a Masters degree in Community Law. She holds a PhD in Political Science from the Robert Schuman University (URS). Florence Benoît-Rohmer was Dean of the Law Faculty of the Robert Schuman University in Strasbourg from April 2000 to August 2003. In 2003 she became President of the Robert Schuman University (URS).

She is the director of the Masters program in human rights at the University of Strasbourg and was Vice-President of the EIUC from 2002 to 2008 and, as French, National Director. It has served the European Master’s Program in Human Rights and Democratization (E.MA) since it was founded in 1997.

Prof. Benoît-Rohmer acted as a human rights expert for the Council of Europe and the EU , was a member of the European Commission's European Network of Independent Experts on Fundamental Rights and is currently President of the Scientific Committee of the European Union Agency for Fundamental Rights . She is also a member of the scientific committees of several international journals in the field of human rights, especially minority rights.

Prof. Benoît-Rohmer's research interests include: a. from the study of the European Charter of Fundamental Rights and the European Convention for the Protection of Human Rights to the rights of national minorities.

Her numerous publications include:

  1. "The Minority Question in Europe" (1989);
  2. "La question minoritaire en Europe: vers un système cohérent de protection des minorités nationales"; (Strasbourg 1996);
  3. "L'égalité dans la typologie des droits de l'homme", in "Classer les droits de l'homme", 2004.
  4. In 2003 she published "Les droits sociaux ou la demolition de quelques poncifs" (edited with Constance Grewe) for the collection of the Robert Schuman University - Institut de recherches Carré de Malberg.
  5. In 2005 she published a work for the Council of Europe entitled "Council of Europe Law: Towards a Pan-European Legal Area", co-editor Heinrich Klebes, (Strasbourg 2005), which is to be revised in 2009.

Florence Benoit-Rohmer wrote hundreds of articles, mainly on topics of European law, human rights and public freedom. She has published books on constitutional law, human rights and the law of the Council of Europe. She received the Laurea Honoris Causa from the University of St. Clement of Ohrid ( Sofia , Bulgaria ) and the University of Dimitri Cantens ( Bucharest , Romania ).
