The Airport Coordination Germany GmbH ( Fluko ) is a German public company with headquarters in Frankfurt am Main . It is wholly owned of Federal and responsible for Slot Lending, the schedules facilitation and slot monitoring at the 16  international airports in Germany. The federal government as the owner is represented by the Federal Ministry of Transport and Digital Infrastructure (BMVI). The company is financed by the airspace users and the airports.

tasks

The company coordinates all incoming and outgoing flights according to instrument flight rules. It assigns binding slots and provides flight plans. The aim is to use the airport capacities as efficiently as possible. In addition to scheduled and charter air traffic, general aviation , business aviation , private and military flights are also coordinated. The company monitors the coordinated flight movements for compliance with the assigned slots (slot monitoring).

Legal bases

According to Section 27a (1) of the Aviation Act (LuftVG), the Federal Ministry of Transport and Digital Infrastructure is empowered to mandate natural or legal persons under private law to carry out airport coordination in accordance with European Union law by means of a statutory ordinance without the consent of the Federal Council ( airport coordinator ). The Federal Ministry of Transport and Digital Infrastructure has made use of this right and, with the ordinance on the commissioning of the airport coordinator FHKBeauftrV, commissioned Flughafenkoordination Deutschland GmbH to carry out airport coordination in accordance with Section 27a (1) of the Aviation Act. The main basis for the activities of the airport coordinator is the Council Regulation (EEC) No. 95/93 of 18 January 1993 on common rules for the allocation of slots at Community airports .

The company is part of the public administration within the meaning of Section 1 (1) of the Ordinance on Commissioning the Airport Coordinator (FHKBeauftrV) and Section 1 (1) of the Administrative Procedure Act (VwVfG).
