Research and Technology Council Bioeconomy

The Bioeconomy Research and Technology Council , Bioeconomy Council (BÖR) since 2012 , was created as an independent advisory body to the German Federal Government to support the further development of the bioeconomy in Germany . In the European research area, this concept of the knowledge-based bioeconomy is known as the Knowledge Based Bio Economy (KBBE). The first working period of the Bioeconomy Research and Technology Council was set for three years and lasted from 2009 to 2012. As the Bioeconomy Council, the advisory body started its second working phase in early autumn 2012.

history

The Bioeconomy Research and Technology Council was founded by the German Academy of Science and Engineering with the support of the Federal Ministry of Education and Research (BMBF) and the Federal Ministry of Food, Agriculture and Consumer Protection (BMELV). For the first time in Germany, a government-initiated council was set up by a national science academy.

The council was financed with funds from the Federal Ministry of Education and Research. Administratively, the Bioeconomy Research and Technology Council was part of acatech in Berlin from 2009 to 2012 , while the Federal Ministry of Education and Research acted as an interface to the federal government and other departments.

composition

The composition of the Bioeconomy Research and Technology Council was based on technical and research structural criteria. The appointment of the members of the council by acatech pursued the goal of mapping all fields of competence of the bioeconomy. This included in particular agricultural science subjects such as soil and land use, plant and animal breeding and agricultural economics , but also the areas of biotechnology and energy supply. The council has been appointed by the BMBF since 2012.

tasks

The Bioeconomy Research and Technology Council saw itself as an independent scientific body providing political advice that wanted to actively support the development of the bioeconomy in Germany. In doing so, the council intended

  • create an overview of opportunities and perspectives in the field of bioeconomy in Germany,
  • to issue scientifically based recommendations for measures to improve the framework conditions,
  • To develop scenarios for the design of the framework conditions in research, training and the promotion of young talent,
  • to promote the development of a network of relevant actors from science, economy and politics with a view to an optimized coordination on strategic issues.

The objectives of the Council in this regard included

  • the analysis of scientific objectives in the bioeconomy segment at federal and state level, in the area of ​​the EU and other international partner states ,
  • the improvement of the framework conditions for the bioeconomy,
  • the promotion of national and transnational scientific collaborations,
  • accelerating the development of innovative technologies in the bioeconomy segment,
  • the reduction of time-to-market / product introduction times in the bioeconomy,
  • coordination with the goals and content of the high-tech strategy of the federal government,
  • improved cooperation between the affected areas along the value chain.
