Francesco Napoleone Orsini (* around 1230; † December 6, 1311 in Rome ) was a cardinal of the Catholic Church.

Orsini was a son of Napoleon Orsini, a brother of Giovanni Gaetano Orsini, who was known as Nicholas III. got into the papal chair. Under Alexander IV , he was occupied as papal subdeacon and chaplain in 1257 and given a canonical in Reims. He became papal notary under Nicholas IV and was part of the delegation that brought news of his election to Celestine V in 1294 . After studying in Paris , he was elevated to cardinal priest of Santa Lucia in Selci on December 17, 1295 by Pope Boniface VIII . From 1297 he was Archpriest of Santa Maria Maggiore in Rome. Orsini was a participant in the conclave of 1303 , in which Pope Benedict XI. was elected and at the conclave of 1304/05, in which Clement V was elected.

He died in Rome on December 6, 1311 and was buried in the Vatican Basilica.
