Franz Ruhaltinger (born August 13, 1927 in Neukirchen am Walde , Upper Austria ; † December 7, 2014 in Linz ) was an Austrian trade union official, SPÖ politician and central company chairman of Voest.

The trained tool smith had been employed by VOEST AG as a steelworker and crane operator since 1948. In 1952 he was elected shop steward. In 1959 he became a member of the workers' works council, 1972 works council chairman, 1974 works council chairman, 1977 chairman of the central works council of VOEST-Alpine AG. In 1978, Ruhaltinger became deputy chairman of the Metal-Mining-Energy Union, and in 1980 he was regional chairman of the Austrian Federation of Trade Unions in Upper Austria. Ruhaltinger had been chairman of the Upper Austrian regional health insurance fund since 1974 . He belonged to the Austrian parliament as a SPÖ member of the XV. up to the XVII. Legislative period, i.e. from June 5, 1979 to November 4, 1990.

The self-confident “company emperor” got caught in the crossfire of the media , especially in connection with the nationalized crisis of 1985–1986 ( Intertrading scandal, etc.). He published his memoirs for his 80th birthday.

During the 1970s and 1980s Ruhaltinger was considered a central figure in the Austrian trade union movement and had a significant influence not only on Voest, but also on Austrian industrial policy as a whole:

“The formal co-determination power of Franz Ruhaltinger, born in 1927, was limited to a mere third - namely to the operating mandates - of the supervisory board voting rights. [...] In truth, Ruhaltinger's power passed unequally. When Franz Ruhaltinger talked to Bruno Kreisky, it was like a political summit. Then the officials of the ruling party trembled. If Ruhaltinger got grumpy, he could get thousands of Voestlers out on the street. Then they did not organize a toothless demo, but a political mega-event on which all eyes of the republic lay "
