action

Tatsuo Fukuda, 32, nicknamed “Fuku-chan” (Miyuki Oshima), is a painter who lives in the run-down Fukufuku apartment complex. After graduating from middle school in rural Tochigi Prefecture , Fuku-chan moved to Tokyo to devote himself to painting. He spends the nights mediating between arguing residents of the Fukufuku complex and on his days off he makes kites on the nearby river bank.

Fuku-chan is a popular man with a penchant for romance who treats all people equally friendly. One day a woman introduces herself to him who has just moved into the Fukufuku complex. When she tells Fuku-chan her name, he is amazed. It's Chiho, his first love from school that he hasn't seen for around 20 years. She has come to apologize for an event long past that had a traumatic effect on Fuku-chan at the time.
