GAULA (Colombia)

Grupos de Acción Unificada por la Libertad Personal or GAULA for short ( German  United Action Groups for the Liberation of Persons ) are Colombian elite units for the liberation of kidnapping victims. They were founded on the basis of the “Ley 282 de 1996” (Law 282 of 1996) in cooperation with the USA and are supervised by the Dirección Nacional de Gaula Militares . The liberation of former presidential candidate Ingrid Betancourt was the most spectacular case carried out by Gaula groups.

With an initial budget of $ 25 million, ten foreign instructors started the program in Colombia. For the training, a first Centro de Entrenamiento Táctico Antisecuestro was set up on June 11, 2004 , which is located in a northern suburb of Bogotá . There are now similar institutions in all parts of the country. The training center in Bogotá is the third largest of its kind in the world to simulate child napping situations.

The Gaula are organized as follows: The special units are led by a public prosecutor and a commander of the military or the police. There is an intelligence and analysis unit. There is also an operational unit which is responsible for planning and carrying out the operations. This unit brings together members of the armed forces , the Policía Nacional and the Departamento Administrativo de Seguridad . The fourth is an investigation unit which is headed by a public prosecutor.

There are a total of 21 squadrons of the Gaula, which are commanded by 86 officers. Its members receive the highest level of training in preventing kidnappings, obtaining intelligence and bringing victims to safety. Gaula officials are equipped with the latest cutting edge technology and trained in both urban and rural combat. They are also trained to collect intelligence information, conduct raids to protect victims from kidnapping with the help of crisis management. Since the program began in 2004, a total of 28 Gaula fighters have died in various liberation campaigns.
