The Hannover Community Accident Insurance Association is a legally competent state corporation under public law with self-administration. It is one of the accident insurance carriers listed in accordance with Section 114 of Book VII of the Social Code and is part of the statutory accident insurance . - Employees in municipalities and associations of municipalities as long as they are not employed in facilities under Section 129, Paragraph 4 of Book VII of the Social Code.
- Employees in companies in an independent legal form assigned to the Hanover Community Accident Insurance Association.
- Employees in savings banks.
- Employees in private households.
- Apprentices during vocational training and further education in communal facilities, training workshops, training courses and similar institutions.
- Children in municipal day-care centers i. S. of § 45 SGB VIII.
- Students at municipal general and vocational schools.
- Volunteers insofar as they work for a municipal corporation, institution or foundation under public law.
- People who actively help others in the event of an accident or common danger or need.
- Persons who are called upon by a municipal corporation, institution or foundation to support an official act.
- Persons who are called upon by a local authority as witnesses to gather evidence.
- Blood and tissue donors for municipal institutions.
- People who work free of charge, in particular on a voluntary basis, in the rescue services of aid companies assigned to the Hanover Community Accident Insurance Association or who take part in their training courses.

The expenses incurred by the companies (cities, municipalities, districts) are apportioned according to the number of inhabitants based on the current update figures from the last census. In the case of self-employed companies and private households, the expenses are apportioned according to the number of insured persons in the year before the contribution payment. The employers have to submit a special annual report for accident insurance by February 1st of the following year for every employee in a calendar year who is insured in the accident insurance .
The meeting of representatives set the following contribution rates for 2019:
- Independent cities (including Göttingen): 4.55 euros
- Towns and municipalities belonging to the district: 1.79 euros
- Counties: 1.88 euros
- Independent companies and savings banks: 10.80 euros for every 100 working hours or part thereof
- Households: 62.00 euros
- Schoolchildren: 63.36 euros
- Children in day care centers: 15.84 euros
- Vocational school students: 47.52 euros
